This side goes up this allows the carpet to move across it naturally as you install the carpet and unless you have a kid and pet proof or rubber padding all pad will let spills go right to the floor gl.

If the moisture barrier goes against the concrete do i still tape the red side then try to flip over the other side is like padding and i don t think the tape would stick to it.
I can t see how it would hurt either way provided you don t over.
Some carpet paddings have a webbing or moisture barrier coating on one side.
If it comes up just a dark spot or dry then use a regular padding.
